A statement is the product of a positioning, always collective, which involves, in and outside of ourselves, populations, multiplicities, territories, fates, affects, events. (...) Thus, the only unit of positioning is co-operation (Gilles Deleuze, Dialogues, 1977).

2010: Greek crisis. EU enforces austerity, burdening the daily life of the citizens;thus producing scores of paperwork, in the form of austerity packages, directives, and various memoranda.

History is shaped by the choices of ordinary people. The Council of Many offers an opportunity to turn things around, rewrite/reshape those directives and thus re-empower the demos via a symbolic re-horizontalising of the hierarchy of decision making.

COUNCIL OF MANY is a production system articulated according to different modes dependant on the context and the forms it induces: performance, installation, workshop, intervention with the general public or specific publics (school, university, art school, associations, etc.), and subsequent restitution.

In its positioning and development, COUNCIL OF MANY constitutes both the matrix of a binary personal production, and the product of a collective work with different publics and participants, realised on the basis of their written statements.

 

The process of COUNCIL OF MANY runs as follows: A “Catalogue of Calamities” is carried around town and brought to the event. The catalogue consists of 5000 bound A4 pages on which are printed directives, regulations and accounting, bank statements, financial analysis, administrative or legal documents emanating from the European Union (originally covering Greece, its management and its advocated evolutions). This “sum”, a 50 cm high pile, is arranged in trolley - mobile, therefore, to be carried from city to city. At each stage of the project, visitors and collaborative actors are invited to tear off pages from the catalogue and to inscribe their own “law(s)” or demodirective(s) on their back, in the form of a thought, observation, political wish or other. These new “demodirectives” (words, phrases, visual

signs of every order and in any language) are laid down on the ground - therefore horizontally, a sharp repositioning of the verticality of the “pile” and of certain political or legal mesures. These are later reinserted in their context of appearance, city or territory of origin, via a photographic shoot in public space. The last form of this project is a slideshow composed of the produced images, which becomes the subject of presentations, in a gradually expanded version, in all subsequent future places of actions.

 COUNCIL OF MANY was originally jointly proposed by Alexine Chanel and Mickaël Faure in response to a call for application issued by the School of Fine Arts Berlin-Weissensee. The latter was an invitation to participate in several projects in Athens on the occasion of the launch of documenta 14 in Greece; COUNCIL OF MANY is an

evolutive project destined to be developed from city to city, which was first implemented in Athens last April. Up until now, the project has consisted of a series of participative events in public space in Athens and Piraeus, and at the TAF Foundation in Athens. The call for participation was extended further into digital space thanks to a mass-emailing event, thus reaching different publics internationally. 

 

By definition, the logic of COUNCIL OF MANY lends itself to cooperations with institutional, cultural, pedagogical or associative actors identified in each place of intervention.  Begun in Athens, COUNCIL OF MANY operates as a democratic metaphor, in a direct dimension, and gradually enriches itself with other points of view, in a movement given to widen its methodology and vocabulary.
